I noticed that the goals window doesn't scroll, which means that, if a completed goal and reward button pop up but aren't already listed in the top three, you can't claim the reward until one of those top three are satisfied and you can bring another reward into the window view. That might be a confusing way to put it, so let me try this:
There are three goals in the window when you tap the old man. They all read 0/1, 0/1, 0/1. Then, you are able to achieve one of those goals, so you tap the "claim reward" button and it goes away. I noticed several times new goals would come into the window already finished, which at least suggested that they were finished prior to that event and were just stuck under the top 3.
Contrast this with the achievement window, which you can scroll through.
