Germans or Romans

Hey guys I’m Chinese in the game but I don’t really find the extra merc and citizen useful enough and I’m thinking between Germans or Romans. I could have 187 troop space or everything gets a 15% damage boost, which is more worth it? I could remove my heavy infantry that fills the last 3 spaces and get another heli and bazooka, or just everything becomes stronger.

I recommend Germans. Better bang for your buck.
