What am I doing wrong, I can't find anyone to attack! Germany level 19 Iron Age 247 to 325 medals (Range) Do I need to raise my medal count? Lower it? Thanks!

I get that once in a while. I am maxed iron age. I typically restart the app. Seems to help me but it could just be coincidence.
