National trade goods museum bouns in mp

So I am trying to figure out how the museum national trade goods bouns work..
I have done all university research so some stuff like tea I have 20% more chance, also my alliance have the 5% from parliament. Now from MP museum I have 65% national trade goods bouns, I don’t see this museum bouns in mp impacting the number of national trade goods I get when I attack same nations same age and 5 stars them( with the 65% bouns on or off) . i am wondering if any one understand how this work..

It probably only increases the chance of getting NTGs from 3 star and 4 star victories.
