Luxurious Living (Estate) - how to get it to pop up?

Used to be when you wanted to purchase an estate, you just hunt too many things at once and you got a starter pack or luxurious living (estate) pop-up... I do not seem to be able to get them on demand any more.

I have estates on 2 accounts and recently got a $50 GC which I'd like to get an estate for a 3rd account. Any suggestions how i can get the estate sale to pop back up like the good old days?
