anyway, you are correct. It works for the regular Heavy Infantry but not for the infantry spawned from the APCs and it is a bug indeed. Nice observation!

same with artifacts.
1.equip the Li Vessel
2.equip the Sword of Goujian
the infantry DPS summoned by APC is not different.
Both of these artifacts increase infantry damage by 20%，but Li Vessel also have "Heavy Infantry Attack Speed"。
I submitted this issue to customer service a few months ago and they replied that they would provide feedback to your team, but so far nothing has happened
