Oil and road

At a certain level, the oil reserves are always full. Would it be possible to improve the ramparts and gates with oil ? We can with gold and food but not yet with oil.
Could we also increase the number of roads, there are not enough to be able to have the improvements unlocked by the faculty or university. Thank you
