The number of citizens to upgrade some buildings is entirely out of step with the rest.
These buildings take too many citizens compared to others:
Garrison=6, should be 4
Tank depot=6, should be 4
Farm/caravan=4, should be 2
Oil well=3, should be 2
Mills/markets/oil refinery=4, should be 2
Vault=6, should be 4
Increase anti-tank gun, war academy, and fort from 3 to 4 citizens.
1 citizen for traps is fair, but the upgrade times are insane. For traps? Needs to be shortened substantially.
Any fluff buildings like parliament, embassy, shipyard shouldn't cost more than 2 citizens to upgrade.
Armory becomes a bottleneck compared to library or even the university. Add a third slot.
In general, please stop adding more new and complicated features until you fix bugs and make the current gameplay more enjoyable.
