No reason to protect resources anymore

I'm having a problem, where I'm not receiving the looted resource refund on every attack anymore I'm not sure why. I'm attaching screenshots

The attackers aren't' doing enough damage to trigger the refund. I'm not sure what the cut off is, but I'd guess at 10% damage.

According to CS your base needs 10% destruction, as Freightshaker said.
Like the storage blessing.
