Several times the last few days as I go through the battle - multiplayer to find opponents, I have run across players that have literally 30-40 buildings under construction simultaneously. How is this possible with the amount of population the game allows you in different eras? Are these people with some sort of cheat going on or am I missing something?

Next time just Screen Shot the the player base with the Player ID clearly, then send it to CS and post in here in forum maybe then they will take action!
Don't bother yourself about such players, they are just cheating in the game that should be fun... when they do that they won't get the fun again and I for once do not respect such players! so good luck.

Report them as Holluphemmy said but also raid them if it's worth it. More upgrades mean less buildings shoot at you.
