Actually I have 3 different cities on the same android device. But there are few things you need to have in order for this to work ... You need 2 different devices linked on 2 different account, Google+ account on both devices and I use Google Play Games too
..
You need to link both account on google+ on their respective devices. Then here is what I did (maybe there is an easier method): I opened me phone's settings, add your second google account(the one linked to the other device). I opened Google play games just to make sure the newly added account was there.. After that, open the game and open the settings page. and choose google + to connect.
Then it will ask you which account you want to play with. Choose the new one and then it will tell you that it found an existing game for this GOOGLEPLAY account, would you like to load the game for (your account's name) in the (for exemple) classical age.. then choose yes
If the popup screen dosen't appear when you choose your account then it is because you didn't linked the second city correctly.. return to the game on your second device and make sure you did all the Google + setup with you account..
