Walls and gate

Can somebody help me here? I'm new to this game and I just got done building my city but the freaking gate won't turn I cannot rotate it!!! Anybody??!!

The gate is supposed to be connecting walls over roads so that "all roads leads to roam"... put your gate in between 2 walls you'll know what it is doing.
