for improving the dock expiditions its simple: takeout the citizen cost for the expiditions and replace them with "sailors".
first you start with 4 sailors at bronze age and every 2 ages you get 1 more sailor for expiditions. so in industrial you get 7 sailors for 4 citizen destinations.
this would make valuable citizens time go elsewhere and give the dock a "busy feel" as an explorative naval base racking up awards.
would that mean the sydney opera house replace the citizens with 2 extra sailors or keep them as is? and the shipping tech would make expiditions need 1 less sailor for them.
