Help with troop donating!

Why can my alliance members onky donate 5/6 troops? It's been like that for 12 hours now and it won't let them send another. Is this because they are too low a level? I've only been playing this game for a week or so. I'm level 25 and my members are still at the 3 troop alliance gate (ie before the upgrade) Thanks for your helps guys

It's always like that - check out the New Ideas section, has been metioned to resolve this.
