There is no reason to upgrade the second airstrip and the second factory above level 3 and 8 respectively (in fact, factory could even be level 4). I feel it's a wasted opportunity to give them some use, so my proposal is:
- Airstrip: Upgrading the first airstrip unlocks planes' upgrades at the armory (no changes here). But upgrading the second airstrip since level 4 would reduce airstrip troop training time by 2% / level. (So upgrading the second airstrip from level 4-->9 would be an increase of 12%).
- Factory: The same idea. But in this case, you could combine different bonuses like reducing training time, expertise boosts or increasing troop capacity.
