Victory Chest discrepancies

I’m currently a mid-level AA base and have hovered between 2K - 2.5K medals. I’ve enjoyed the victory chest rewards lately. Most have been about 3M gold / food or 15K oil, which has been great. I have been sniping a bit for quick loot to take advantage of some of the upcoming Cold War age / 50% upgrades. In the process, my medals have dropped to around 2K. I was surprised with my last victory chest to have the following options: 1 bonus troops, 8 fur or 1,500 oil!?!

What happened? Why drastically different from before? Were those large amounts of resources for victory chest only temp?

I think there is a bug if you drop below 2k by even 1 medal, it will give you the chest rewards for the next lower league.
