@Seek I suppose it is possible that any economic building can appear during the instant upgrade rotation. But our latest week ahead here highlights that Oil Wells will be an instant upgrade starting 5/10, it is possible for Oil Wells to make the rounds again, but it also might not.

Not sure I understand the question? We're only instant upgrading economic buildings, or what is specifically named, not anything associated with the named item. So if an Oil Rig is highlighted to have Instant Upgrade, it is only the Oil Rig building.
