Request:

Show who made troop donations next to the troops that were donated. Perhaps after the barracks is selected and the alliance flag is clicked on, additional information can be provided like a comprehensive list of what was donated, level of donation, and by whom. This will give full visibility of who’s donating and what they donated so that each player can be held accountable, responsibly. Currently, the donor’s name flashes across the screen only one time, and fast.

Rationale:

Bottom line, we think we have a jokester or troll on our hands who’s making bogus donations on purpose.

Top guys in our alliance are having an issue where members are donating lower level versions of the troops being requested, and in many cases, donations that are completely opposite of the request (ex. raiders donated instead of heavy tanks or mortars, etc.) It’s happening so often that it’s becoming bothersome and impactful to strategy. Imagine being up against a high level opponent in AA 400+XP range and clicking the alliance flag during your attack, only for a dozen cavemen with grass skirts and blow darts to arrive and be devoured in seconds; it can be a game changer.

A big brother solution for everyone, adding more bloated software to the game because you have a joker in your alliance?
Take the reins: approach the person or just kick him out.

This has nothing whatsoever to do with Big Brother. The information is displayed anyway, so no more surveillance is implemented than before. However, the display is currently really bad. It is displayed too briefly and too cluttered. When donating troops while you are offline, the information is sometimes completely lost, as it is overlaid by the popups at the start of the game.
How are you supposed to find the troll if the information is difficult to read and cannot be retrieved afterwards?
One solution would be to show the banner for longer. With the risk of annoying other players.
Another solution is the one suggested here, where you can see next to the troops who they are from. This information remains anyway and disturbs the grouping of the troops; e.g. 7 captains field mortar from x and 5 captains field mortars from y are not displayed as 12 in the city center but as 7 and 5. Therefore it should be easy to make the donor visible next to it.

A completely different approach would be, as in CoC for example, to design the request in such a way that only certain troop types and levels can be sent. Then nobody can donate something wrong.

But that's partly your own fault. The ‘Prepare to Battle’ overview is available before the battle. You can see the alliance troops there. If they are the wrong ones, then destroy them in one of the campaigns, for example, and ask for new ones. Nobody is forced to start with the wrong troops.

Of course it has - OPs post literally said that.
If something like this works for everyone that's perfectly fine by me. I'm against unnecessary bloatware - and I don't think holding a leader's hand is a reason to add any.

It does say who donated troops to you, if you're online it says right then. When coming online it says who and what was donated then to
