The team is aware and has this as a top-priority fix as of this morning.

I can’t receive troops from allies (and from my second account).
The request is successful, and the donation bar fills up as allies send troops, but when I review my army, the alliance troops slot is empty.

Ok that was a huge delay, I see alliance troops now. And it seems to be the cache. You have to close the game and open it to see alliance troops instantly.
