MRL is an interesting unit but it feels underpowered if you don't heavily invest in them. Artillery is far better superior as siege unit (even without mongols' coalition) and the reason I see is a very slow firing speed.
I don't want to make MRL another "machine gun unit" but I would give them a new ability based on the thermobaric missiles they can fire nowadays. The idea is giving them a small damage over time in addition on their base damage that only effects enemy troops, such as Duster tanks troop tactic but weaker, maybe just 1 or 2 seconds after each rocket volley.
