I agree, the whole Council/Committee thing is confusing and oddin's response to this question isn't helpful either. :/

My troops won't retrain. I've watched 3 videos. Message comes back, "you'll get your reward soon, closing this window won't interfere with getting rewards". However I've restarted the game 3 times and cleared cache but still can't retrain troops.
