It is actually true, and you can go through the councils and check them out. It is an easy process to verify. regarding BHG, they were recently disappointing, but they can introduce few defensive councils for example. AND they can release few more admirals, including at least a defensive one...

limitations are always on defenders, not attackers. Attack speed for mortars and artys is crazy high till the point that they shoot multiple explosive shots at once! Limitation are for DST, first wave and second wave and so on… but no limit on EDST, where your defenders can easily stop...
